4.1. Local Law 77 - Routine Maintenance & Repair

Overview

Local Law 77 mandates regular maintenance and repair helps to avoid complete system failure and legionella contamination that can be easily spread through the air conditioning system.  

Building owners are required to hire a qualified person to conduct the compliance inspections. If your cooling tower is seasonal, due to high demand it’s recommended to schedule your inspection 30-45 days in advance.  

Qualified persons are NYS licensed and registered professional engineers, certified industrial hygienists, certified water technologists with training and experience, or environmental consultants with operational experience in water management planning and operation. This is a different role than your “responsible person,” who may be an onsite staff member designated to perform regular maintenance routines for the cooling tower.
